Precautions while buying a used cell phone?

I am planning to buy used cell phone in Burma Bazzar, Chennai. As there is no guarantee for them is it safe to buy them. Will they have a good life.
Precautions while selecting a used Cell Phone??
What are the things to be checked??

Ensure that all buttons work properly, check the screen for any defects and scratches, and if its a Flip Phone ensure that it opens and closes properly. You might end up with a phone with a bad battery, so you may want to ask about it. Batteries are a B/T©H to replace sometimes.
